Supply-chain resilience for sovereignty
The National Defence Strategy makes self-reliance and the resilience of a sovereign defence industrial base a priority, supplemented by the $425 billion commitment in its Integrated Investment Program over the decade to deliver it. Sovereignty ensures the sufficient capability to design, build, sustain and continually improve technologies for a nation to depend upon whilst providing the freedom to have decision making abilities to act in national interest. This session examines how stakeholders must share the burden of standing up a broad, resilient supplier base across the undersea defence enterprise, from shipbuilding and submarines to advancing technologies, and where that responsibility falls through the gaps in practice. Self-reliance does not mean self sufficiency, so it also asks how to hold sovereign capability and trusted international partnerships in balance, and what a more coherent model of shared ownership would require to grow an industrial base deep and durable enough to endure.
